NUC, Director of Quality Assurance

INTRODUCTION  

 The Department of Quality Assurance (DQA) was first created in 2005 following the observed need to restructure and strengthen the capacity of the Commission to monitor and ensure the quality of academic programmes in the Nigerian University System (NUS). The functions of the DQA were, however, assigned to other Departments during the 2006 comprehensive reforms and restructuring exercise. The accreditation function was retained in the Executive Secretary’s Office. 

Meanwhile, the NUC Board, at its 73rd Meeting on 29th July 2011, considered the increased number of universities in the system and the need to refocus the Commission to effectively carry out its regulatory mandates, especially the assurance of the quality of academic programmes. Consequently, it approved the creation of the Department of Quality Assurance with the mandates of programme and institutional accreditation.

 

The Department is headed by Professor Chiedu Felix Mafiana, who had been appointed Director, Executive

Secretary’s Office (DESO) in August 2007, with responsibilities including accreditation. 

 

MISSION

To ensure compliance with approved Benchmark Minimum Academic Standards (BMAS) and other quality assurance instruments required for Nigerian universities to meet national needs and global competiveness. 

VISION  

 To assure and sustain the quality of academic programmes and institutional services in Nigerian universities.  

 FUNCTIONS

The functions of the DQA, among others, are:  

v  Coordination of accreditation visits to academic programmes at undergraduate and postgraduate levels.

v  Coordination of institutional accreditation in the Nigerian University System.

v  Coordination of the development of new instruments used for accreditation exercises

v  Periodic review of the instruments used for programme and institutional accreditation in Nigerian universities and degree-awarding institutions;

v  Promotion of institutional culture of quality assurance and self analysis by encouraging universities to conduct internal ‘mock’ accreditation exercises.

v  Responding to inquiries and advising the National Universities Commission on all issues that relate to accreditation of academic programmes in Nigerian universities.

 STRUCTURE OF THE DEPARTMENT

FUNCTIONS OF DIVISIONS

 

i.          Undergraduate and Institutional Accreditation Division

  

v  Periodic review of the underlisted instruments used for the accreditation of Full-Time/Part-Time Undergraduate, and Distance Learning programmes:

o   Manual on Accreditation Procedures (MAP)

o   Programme Evaluation Form (PEF)

o   Accreditation Panel Report Form (APRF)

o   Self Study Form (SSF)

v  Coordination of the development of new instruments used for Undergraduate Accreditation (e.g. Instruments for Institutional Accreditation)

v  Coordination of the accreditation of Full-Time/Part-Time Undergraduate and Distance Learning academic programmes.

v  Obtain annually, the list of approved Full-Time/Part-Time Undergraduate and Distance Learning academic programmes from the Department of Academic Standards to determine the list of programmes mature for accreditation.

v  Maintaining a database of Professors in the Nigerian universities and update same annually.  

v  Prepare monthly and annual reports on all the activities of Division. 

 

a)   Pre-Accreditation Activities:

      • Drawing up list of academic programmes to be accredited
      • Compilation of list of Panel Chairmen/Members, time-tabling and budgeting
      • Organizing the accreditation coordination meeting for panel chairmen and members in a simulation workshop

b)   Post Accreditation Activities: 

      • Analyzing Accreditation Reports (Technical and Administrative).
      •  Ranking of programmes and universities, based on their accreditation status.
      •  Publishing of accreditation status of programmes.
      • Issuance of certificates to programmes that earned Full and Interim accreditation results.

v  Coordination of  Institutional Accreditation of Nigerian universities:

  •   Drawing up instruments for institutional accreditation.
  • Coordinating the Pre-Accreditation, Accreditation Exercise and Post-Accreditation Activities.

v  Promotion of institutional culture of quality and self analysis by encouraging universities to conduct internal mock accreditation exercise.

v  Responding to inquiries and advising the National Universities Commission on all issues that relate to accreditation of academic programmes in Nigerian universities.  

v  To ensure that the Institutional vision, mission and strategic goals of Nigerian universities are clear, realistic and also aligned with development agenda at the local, national and international levels.

ii.         Postgraduate Accreditation Division 

v  Periodic review of the underlisted instruments used for the accreditation of Postgraduate programmes:

o   Manual on Accreditation Procedures (MAP)

o   Programme Evaluation Form (PEF)

o   Accreditation Panel Report Form (APRF)

o   Self Study Form (SSF)

v  Coordination of the development of new instruments used for Postgraduate Accreditation.

v  Coordination of the accreditation of Postgraduate programmes.

v  Obtain annually, the list of approved Postgraduate programmes from the Department of Academic Standards to determine the list of postgraduate programmes mature for accreditation.

v  Maintaining a database of Professors in the Nigerian universities and update same annually.  

v  Prepare monthly and annual reports on all the activities of Division. 

           c)         Pre-Accreditation Activities: 

      • Drawing up list of Postgraduate programmes to be accredited
      • Compilation of list of Panel Chairmen/Members, time-tabling and budgeting.

 d)  Post Accreditation Activities:
